New surface rights board

A new surface rights board is being established in the NWT under a new act, titled the Northern Jobs and Growth Act, which was introduced in the House of Commons in Ottawa Tuesday by Aboriginal Affairs and Northern Development Minister John Duncan.

Officials said the new act will not affect any current land and water management boards. Its purpose is to resolve disputes between private land owners and individuals who need access to those lands to extract timber or minerals. Aboriginal lands negotiated under land-claim agreements will be classified as private lands. Once this new act is passed, the NWT surface rights board is to consist of no fewer than five and no more than nine members. All members of the board are to be appointed by the minister.

Thin ice warning

The city is reminding residents of the dangers associated with travelling on thin ice.

Snowmobiling, walking and skiing should only be done when ice thickness on area lakes is a minimum of six inches. Water current, snow load and lake size are factors to consider on ice safety. Ice thickness on area lakes is posted on the city's website.

"Some of the lakes that start getting thicker faster are the smaller ones like Niven Lake, Range Lake, and Frame Lake," said Dennis Marchiori, director of public safety. "If you have a large body of water and have moving water, it makes the lake ice up slower."
