Officer not charged after rough arrest
RCMP member hit person resisting take-down

An external investigation prompted by a video showing an RCMP member striking a man who appeared to be resisting arrest last year has recommended no charges against the officer, police have stated.

The Lethbridge Regional Police Service was called in by RCMP to carry out the investigation in connection with an arrest outside the Shell gas station on March 27, 2015.

A video shot that day showed two police officers dealing with an intoxicated person.

The officers began handcuffing the man who was face-down on the ground but appeared to have difficulty with one arm.

One of the officers appeared to hit the resisting man on the head with his right hand while another had him pinned.

When the video emerged, RCMP managing officers ordered the external investigation and a code of conduct review.

RCMP spokesperson Marie York-Condon stated in an e-mail the external investigation is done.

"The March 2015 investigation was completed with no charges recommended," she stated Wednesday.

RCMP did not offer further comment about the outcome.

The officer, whose name wasn't released, was placed on administrative duty during the investigation.

He returned to active duty but no longer works in the territory, RCMP said earlier this year.

The outcome of the code of conduct investigation wasn't known.

"The results of RCMP Code of Conduct are subject to the Privacy Act, as such no further information can be provided," York-Condon stated.

The external investigation was one of two Lethbridge was asked to carry out last year into actions of Yellowknife RCMP members.

The second investigation, linked to a woman who was struck while being searched in the RCMP cell block, has not yet finished.
