Government department to fold

The Financial Management Board Secretariat, which is responsible for managing and administrating government through things like payroll, financial record-keeping and reporting, will be absorbed into the Department of Finance. The change will eliminate one deputy minister position, Finance Minister Michael Miltenberger said, and the merger will "bring two closely-related functions together." The measure was announced in the Feb. 5 territorial budget address. Miltenberger said moving the FMBS into the finance department did not come out of work the government's program review office has done. He said the move was in the works prior to the 2008-2009 budget, which created the program review office as part of then-finance minister Floyd Roland's refocusing government plan. The finance department is responsible for budgeting, territorial funding agreements and taxation. Its staff will jump to 107 positions from 32 last fiscal year, with all the employees from the financial management board secretariat moving over. Miltenberger did not say how much money would be saved from the merger. |
