Capt. James T. Heath - who is currently chief of staff (operations) in Maritime Forces Pacific Headquarters in Esquimalt, near Victoria, B.C. - was scheduled to receive the "Legion of Merit" award Sept. 25.

While the award was presented by the Commander of the U.S. Second Fleet, Vice-Admiral Mark Fitzgerald, it is officially recognized as coming from the Office of the President.

"This is the highest award that the U.S. can award to a foreign officer," said Lieut. Heather McDonald, staff officer with navy public affairs.

McDonald said the Legion of Merit is given for "exceptionally meritorious conduct," which goes beyond the normal requirements of duty as an officer.

According to a Navy press release, Heath earned the award for his contribution to 'Operation Blinding Storm', which involved about 28,000 naval personnel from the United States, United Kingdom, Canada and other nations for a training exercise in June 2004.

"Captain Heath's dynamic direction, keen judgment and inspiring devotion to duty reflected great credit upon him and were in keeping with the highest traditions of the Naval Service," said the release.

The Legion of Merit award is a five-pointed red, gold and green star, which Captain Heath will be allowed to wear on his Canadian Navy uniform.

Since he accepted his award in Virginia this week, Hearne could not be reached for comment as of press time.
