The Sept. 11 is open to private and commercial property owners. It will take place at the curing rink from 10 a.m. to 7 pm.
"I'm hoping it will pass," said Mayor John Matthews.
If the borrowing is approved, taxes will rise 2.5 per cent next year.
Money will be used to pay for some of the cost of upgrading the city's water, sewer and other infrastructure.
The city has identified 50 projects it would like to complete.
According to Matthews, the territorial government has promised $31,183,346 over five years. The city will also contribute about $4.4 million from reserves to the capital projects.
