Deh Cho looking for increase in security deposit

Fort Simpson (Aug 04/03) - The Deh Cho First Nation say they want to hold industry accountable within their region, particularly with mining projects.

According to Allison de Pelham, executive director of the Deh Cho First Nation, North American Tungsten, owners of Cantung Mine, is looking for a seven-year water permit -- too long for them.

The first nation executive director is also concerned that Cantung is not offering a security deposit to match the cost of site reclamation.

The mine is located at the northwestern tip of the South Nahanni watershed.

"What Deh Cho is asking is that the water licence be issued for two years along with a $35-million security deposit," said de Pelham.

She said the Deh Cho also want to be involved in reviewing reclamation costs.

"They're saying there are reserves of 2.5 years and as they work, they'll determine more deposits, so they are asking for seven years.

"We feel two years is more appropriate ... through hearing in 2 years time we'll get a greater sense of reserves available," said de Pelham.

Environmental groups within the area are supporting the Deh Cho in their concerns over the water permit requests. "In 2002 they restarted operations with an emergency extension on their water permit," said Jennifer Morin, conservation co-ordinator with the Canadian Parks and Wilderness Society.

Morin also mentioned the sensitive location of the Cantung Mine, located 15 kilometers from the Yukon border on the Flat River, which flows into the Nahanni.

Independent estimates for site reclamation vary from $9.4 million to $49.3 million.

CPAWS is looking for a minimum deposit of $9.4 million until North American Tungsten can prove site reclamation might be done for less.

Cantung president, Udo von Doehren, did not return phone calls.
