Man faces second charge

Yellowknife (Dec 04/02) - A 57-year-old man sent to jail in June for threatening the life of a WCB employee has been charged with uttering threats against the entire WCB organization.

Thomas Ballem was charged with uttering threats against the Workers' Compensation Board office on Friday night.

He has also been charged with failing to comply with a probation order.

The arrest came hours after a Centre Square Mall security guard received a threatening phone call on the mall's maintenance line just after 1 p.m. Friday.

"In general terms he made specific threats to the WCB organization ... and it was referencing the Giant Mine disaster," said Jennifer Marchant, Centre Square's general manager.

The security guard who received the call immediately contacted Marchant, the RCMP and informed the WCB.

Dave Grundy, WCB's manager of public affairs, said employees were immediately informed of the threats. The office did not close, but Grundy said the WCB has specific precautionary measures in place to deal with potentially dangerous situations.

Ballem was jailed for four months in June after pleading guilty to issuing death threats against a WCB employee who denied his claim.

On Tuesday, a Justice of the Peace ordered Ballem to remain in custody until his next court appearance, Dec. 10 at 9:30 a.m. in Territorial Court.
