At a committee meeting discussion about street clearing Monday afternoon, Coun. Wendy Bisaro suggested the move.
"We should be proactive and (the sidewalks) should be a little cleaner," said Bisaro.
Coun. Ben McDonald triggered the issue near the end of the meeting, complaining about the snowy mess on alley entrance sidewalks.
"It is quite appalling," said McDonald. "Something has to be done."

Max Hall, senior city administrator, said council could solve that problem during budget deliberations coming in the next month.
"If you agree to fix that problem it's easily done but more money is required," said Hall.
Hall said the city doesn't have a bylaw authorizing municipal enforcement to fine residents yet, but it is within the city's powers to do it if council supported the idea.
The city can, however, fine business owners who don't clear their walkways.
"I'd like to see how that would hold up in court," said Coun. Alan Woytuik about fining residents.
Coun. Dave McCann said administration needs to provide more information on the implications of such a bylaw.
"We need a baseline for more sensible discussion," he said.
Hall said the city is eyeing some new equipment that will make sidewalk clearing easier.
"The city does not have the right piece of equipment to clean sidewalks and alleys," said Hall.
