Alain Boulanger appeared at the Nunavut Court of Justice, March 1, to face the two charges.

It is alleged that Boulanger approached Const. Denis Lambe, a member of the Iqaluit RCMP, and offered money or a motorcycle if Lambe would kill someone for him.

Chris Coles, media liaison officer, said the Nunavut Crimes Unit started an investigation when Lambe was approached with the proposal.

Coles added the RCMP did take steps to protect the person who was threatened.

Coles wouldn't comment on the circumstances of Lambe being approached, or whether the officer was working undercover.

"Const. Lambe was approached and from there we conducted an investigation," he said. "We can't release those details because it's still an active investigation."

He said the investigation took place between Sept. 12 and Oct. 10.

Boulanger's next court appearance is April 27.
