The city had hoped developers would jump on Niven phases four through six, which includes a swath for houses on trucked services and space for medium-density development.
The proposal which was submitted was "sort of a combination of phases four and six," said city lands manager Monte Christensen.
Phase four includes single-family housing, while phase six is the trucked services area.
The dismal RFP results come after strong summer sales in phases one through three of Niven Lake.
Not a single property remains unsold in that area.
